Why did it take so long?
Short answer: Politics.
Longer answer: Politics. Turf wars. Greed.
Who's to blame?
Short answer: Former Governor George Pataki.
Longer answer: all the governors of NYC and NJ since 9/11, the Port Authority, and real estate developers.
